Where do you begin with and where do you go?
- Start with what you already have! At this point you should have five short essays (assignment #1 through to #5) that
provide a basic analysis of five aspects of the nation that you are researching (The Nature of Crime, The Nation’s Legal Tradition, Policing in the Nation, Courts in the Nation, And Prisons in the Nation). Find attached.
- Insert your essays into appropriate part of the outline.
- Next conduct additional academic research to fill in more details of information about specific section

b. With google.com to search for the Nation’s official criminal justice website (courts, policing, corrections, community corrections.) Conduct this search in the country’s official language.
c. Use the UTEP library site MinerQuest search (https://www.utep.edu/library/?utep-home) or criminal justice abstracts. For additional guidance use the UTEP library’s criminal justice library guide at https://libguides.utep.edu/CJ
d. Search and review videos online (such as https://www.youtube.com/). Take notes on new information, capture the name of the video, the URL address, and the time on the video of the new information (so you can reference it in your paper).
- Identify any information further gaps in information and refine google.com searches to seek out answers to specific missing information.
- After this exhaustive search, if specific information is missing or very dated (over ten years old), note these shortfalls in the text of the paper where the information would go (for example if your latest data on imprisonment rate is 2010, in the text state that “The most recent data on imprisonment rate is 2010 and at this time it was…").
- Next, once you have added this new information to the most pertinent sections, then work on a logical flow, the grammar, and spelling within specific sections.
- Be sure to cite where the specific information came from for the material in the text (see the APA Presentation for writing pdf below), and include the source on your reference page.
- Create a section titled “Major issues (if any) there are within the criminal justice system” (see below How to Identify Problems in a nation’s criminal justice system)
How to Identify Problems in a nation’s criminal justice system
In the paper there are two sections where you do analysis (though you can cite others who have observed the same issues). In this first one titled “Major issues (if any) there are within the criminal justice system”, you should focus on problems within the nation’s criminal justice system. Below are few means to do identify the problems:
- Within the literature review that you have done, what stands out as a problem with their criminal justice systems (think about what you learned about their police, courts, and punishment systems, high cost of the criminal justice system).
- Common problems are violence by the police, violence in prison, overcrowding, corruption, low capacity, slow trial process, illegal confinement, disappearances.
- Read over international human rights non-government organizations to find their recent reports for your country (both has a country pull down list from their annual report). The two most common are: - Amnesty International

· If you mention a problem, provide statistics or a case example of the problem.
· You may find that some nations seem to have no problems relative to the United States. If so, write that and describe what they doing right.
· Try to identify between two to six problems (or things they are doing right if there are no apparent problems).
- Create a section titled “What opportunities are there for U.S. Federal Law Enforcement to assist” (see below the guide on How to Identify Opportunities for U.S. Agencies)
How to Identify Opportunities for U.S. Agencies
This is the second section where you get conduct analysis (though you can cite others who have observed the same issues). In this section titled “What opportunities are there for U.S. Federal Law Enforcement to assist”, you should focus on
problems within the nation’s criminal justice system. Below are few means to do identify opportunities:
- First, though rare, during your literature you may have seen a video or written recommendation for opportunities that the U.S. can use to work with the nation, or the source may have directly asked for U.S. support.
- Problems that you identified in the previous section “How to Identify Problems in a nation’s criminal justice system” (such as corruption, police violence, poor community relations, lac lack legitimacy of the legal system, oppression of specific groups, etc.) are often a great source of potential opportunities where the nation could use U.S. assistance (and thus provide a means by which we can work closer with and improve the nation’s criminal justice system).
- To look at some current U.S. Agency programs in specific country look at the U.S. State Department’s htips://www.state.gov/bureau-of-international-narcotics-and-law-enforcement-affairs-work-by-country/
- In the crime section of your paper, if you identified a type of crime that is prominent or an organized criminal organization or terrorist group, these may be a place where the nation would appreciate assistance from the United States.
- If you find in the previous section that the nation has no problems, then cooperation may come in the form of the foreign nation assisting the United States or regional countries in creating better criminal justice systems.
- Try to identify between two to five opportunities
Next write the introduction. The introduction should accomplish two things (you can copy these exactly from a & b below).
a. First, it states what this paper is doing. In this case it should be: “This research paper analyses the criminal justice system of the nation of FILL IN THE NAME with a focus on providing information on how U.S. federal agencies may
best engage them.”
b. Second, it provides the reader with an overview of the organization of the paper. “This paper focuses on the nature of crime in the nation, the nation’s legal tradition, its police, courts, and prison system. It will also address the major issues there are within their criminal justice system, and discussion opportunities that are present for U.S. Federal Law Enforcement to assist.”
Write the conclusion: The conclusion should start out saying “This paper has covered NATION NAME’s criminal justice system looking at its legal tradition, police, courts, and punishment. My analysis identified the following problems. INSERT PROBLEMS YOU FOUND.
Additionally, I identified the following opportunities: .INSERT OPPORTUNITIES THAT YOU FOUND.”
Recheck the paper for logical flow, grammar, and spelling errors
Create a title page with the paper name, your name, and date.
Other notes:
· For the punishment section, go beyond the “prison” essay you already wrote. Consider unique types of punishment to the nation (such as caning, beheading, etc.) or other types of punishment (such community corrections, or juvenile corrections). In some cases, if you identify the type of criminal justice system (such as Islamic or socialist), you may be able to use the references to the broader system (such as our course material on Punishment in Islam).
· You are encouraged to insert any organizational charts that you may find. If you do, you need to briefly discuss what the chart shows. If you do, provide a citation for them.
· You may insert other useful information such as emblems, rank structures, or pictures of uniforms, weapons, unique equipment or types of punishment. If you do, provide a citation for them.
PAPER EXPECTATIONS
- The paper should cover all the topics in the outline comprehensively and should conform to the above guidelines provided thoroughly.
- The amount of material you find will determine how long the paper will be. As a generally guideline, it should be somewhere
between 12 and 15 pages in length (APA format and double-spaced).
- The attached documents cover my selected topic, please use them to build the research.
- The number of references will be based on the number of references needed to get the necessary information. Whenever possible, if the source is older than ten years old, or you suspect some of the information is not correct, then try to verify with a second source. If they disagree, then look for other sources to create a tie breaker. As a generally guideline, if you find yourself finding and using less than 8 sources, you may need to do more research.
The paper should be submitted within the restricted timeline. (Before Saturday 1:00 p.m.)
